Allow sending emails to team members

Description

Add functionality to allow sending emails to other members of the team.

Context

This feature request came from a user asking about the ability to email team members directly through the platform.

There is existing interest in expanding this to allow sending to anyone, but there are concerns about preventing abuse/spam. A mechanism to prevent misuse needs to be decided upon before implementation.
