Yea, facing a lot of latency across the pond (UK) but if I use shelley its fine. SSH is now an anti-pattern for this sort of thing.
I also require servers in the EU due to data protection rules. :( I will watch this issue and sign up if and when this is implemented.
If its easier for you to join the DPF Program, that would also make using your US servers feasable. Not ideal but maybe a quicker start.
London now has servers. (As do Tokyo and NYC. Even more are coming.)
We're looking for some adventurous volunteers to test-drive it! Possible risks include: some VMs may restart during migration, anycast flapping, bugs, lower latency. (We think it's in pretty solid shape...but it is still software.)

London is however not in the EU.
I understand. For people primarily concerned with latency, however, London will still be an improvement.
Of course your requirements may differ, but the UK is currently considered an "adequate" jurisdiction for EU personal data transfers. Basically, the EU thinks the UK is "essentially equivalent" to that of the EU.
Of course, might change with the way some things are going here in the UK politically, but that's something else altogether.
Thankyou @ryanlewis. I didn't know about that. Just a bit apprehensive now because there's no indication of how long it takes to be relocated after signup.
We now have a Frankfurt region. Same story as above: if you want to test drive, email support@exe.dev.
W.r.t. how long it takes to relocate: At this point, most volunteers are migrated within a day or two. (With an exception right now for Tokyo while we fight some anycast issues.) Note that the exe.dev lobby/repl/webserver remains in California, and will stay in California for the indefinite future. This region support is about where your VMs (*.exe.xyz) are running.
