Global VM config for exe.dev/new

A lot of our planning around preconfigured env/files/etc for machines has considered the angle of setting up a VM (eg a clone command). But there is also an argument for config for the agent at exe.dev/new, eg a global AGENTS.md file. This could take a lot of forms but is a useful way to think about the problem.
